Simulate location 10.3.3

Looking to get the "Simulate" option in Maps on 10.3.3. Used to be able to edit the Maps.plist file and add <key>__internal__PlaceCardLocationSimulation</key> <true/>, then restore the backup through iTunes. How can I get that to work on 10.3.3? iTunes doesn't let you restore edited backups anymore.

you can use 3u tools or iBackupBot to do than in ios10.3.3
