Since October 8 I have been unable to upload any builds. Xcode and Transporter both fail with FORBIDDEN_ERROR.CONTRACT_NOT_VALID ("You do not have required contracts").
Cause: when I updated my business address in App Store Connect, it created a second legal entity for my LLC. The original entity is complete and active. The new entity's agreements are stuck at "Pending (New Legal Entity)", and its W-9 is rejected with "The Tax ID entered already exists" because my EIN is already on file for the original entity. There is no way to delete an entity or choose which one uploads use.
What I have already done: accepted the Program License Agreement and the Free and Paid Apps agreements, added a bank account to the new entity, and submitted the W-9 twice (rejected both times). Developer Support confirmed my account is in good standing and said only Finance can fix it. I opened a Finance case on October 21 and followed up twice, with no response beyond the automated acknowledgment.
Has anyone dealt with a duplicate legal entity like this? How did you get it merged or get the W-9 accepted? And if anyone at Apple sees this, my Finance case ID is 23037415. I would really appreciate help getting it in front of someone.
