Xcode 8.3 won't build for iPod 10.3.3

The App for Xcode in the app store said it would build for iPhone, iPad, and iPod Touch,

but when attaching the iPod Touch and attempting to run to it, it fails.

For Deployment Info/ Devices, I tried each: universal, iPhone, and iPad...none of them will work.

We're told to avoid Xcode 8.3 - use 8.3.2 or 8.3.3, instead.
