All of a sudden the sandbox account (that I created earlier to use to test/debug the in-app-purchase development ) started not working.

I used to be able to login to both the iPhone and to the iTunesConnect, but now iPhone tells me "ITunes account creation not allowed. This Apple ID cannot be used with the iTunes Store at this time. Please try again later" AND on the other hand, the iTunesConnect website comolains with a different warning that "Your Apple ID isn't enabled for iTunes Connect. ".

What do we do?

Did you ever find a solution to this? I'm now having the same problem when trying to test IAP's in our production app ( from the App Store). This used to work but now I'm getting the same error you are, "ITunes account creation not allowed. This Apple ID cannot be used with the iTunes Store at this time. Please try again later". Apple must have changed something because this used to work.
