Personal Hotspot connected even though it is off from Settings

I have already filed bug on https://bugreport.apple.com/web/?problemID=34540393 but no response from Apple; anyone has solution?

Area: CFNetwork Framework

Summary: On ios11-iPhone6s+, personal hotspot is off from settings and bluetooth is off from control center, my macbook can see hotspot in wifi and able to connect and use network.

Steps to Reproduce:

1. Go to Settings -> Off: Personal hotspot and On: Bluetooth

2. Swipe up and off bluetooth from control center

3. Used macbook pro to find wifi nearby, able to see my hotspot

4. Tried to connect, and connected

5. Able to access internet

Expected Results:

1. Shouldn't show hotspot and shouldn't allowed to connect at all; if personal hotspot is off

Actual Results:

1. Able to see hotspot and can connect

Version/Build: 11.0 (15A372)

Configuration: iPhone6s-plus

I’m not seeing any APIs here, making this a user-level issue, right? If so, you might want to take a look at this this thread, where I explain how to get help with user-level issues like this one.
