Safari 11 has removed the shortcut for opening the 'responsive design mode' it used to be CMD + Option + R. Was there a reason this was removed, as use it constantly!

Came here to say this exact thing! I use this many times a day and I was about to research if it was possible to downgrade my Safari.
However, there is a workaround -- sort of -- though it's not as good.
If you go to System Preferences --> Keyboard --> Shortcuts then click on the "App Shortcuts" in the left pane and click the + button, you can create a new shortcut.
Choose Safari from the dropdown menu and then type the exact menu name: Enter Responsive Design Mode and the key combo you want -- Option-Command-R
Here's the caveat -- the menu name changes when you enter Responsive Design Mode, so you'll need to choose a different key combo to close it -- I just chose Option-Shift-Command-R for Exit Responsive Design Mode as it doesn't allow you to use the same command for two menu items, as far as I can tell.
Again, not perfect, but better than going up to that menu bar every time.
I used this keyboard shortcut multiple times every day. I can't imagine why they removed it. Please bring it back!!!
You can setup a custom keyboard shortcut for this in macOS under System Preferences → Keyboard → Shortcuts. Press the ‘+’ button to add a new shortcut. Select ‘Safari’ (or being a web developer, choose ‘Safari Technology Preview’ as the application. For the Menu Title type:
Enter Responsive Design Mode
Next choose your preferred shortcut that doesn’t conflict with existing system shortcuts. Click ‘Ok’ to save the shortcut.

Thanks for this! I was able to set both Enter/Exit Responsive Design Mode to the same shortcut (Option + Command + R) and it now works like before. I'm on Sierra still so I don't know if that makes a difference regarding using the same command for two menu items.
I've been dealing with this same thing.
In the community forums, I had mentioned that the Cmd-Opt-R shortcut is now being used for Reload Page From Origin (View menu -> Reload Page -- Cmd-R -- becomes Reload Page From Origin when you press the Option key). I'm not sure why the keyboard shortcut was changed. This was previously Shift-R, which appears, now, to do nothing at all.
I'm hoping it can be changed back in a Safari update... (yes, I know I can assign my own keyboard shortcuts...)
