Codesign error: when Don't Code sign option used.

I get the Dependancy Analysis Error:

CodeSign error code signing is required by SDK but the settings in the project file state Don't Code Sign.

What gives?

I have checked the project setting text via jEdit and cannot see any reason.

Anyone help me?
