CloudKit pricing for server-to-server

The pricing on https://developer.apple.com/icloud/cloudkit talks about per user pricing only, but if I'm pushing data to the public database using server-to-server* (i.e. not authenticated as a particular iCloud user) what user does that count against, and how it affect the costs?

The developer pays for the public database after a 'free' alotment based on the number of users.
