OK - So I'm still on the beta 2 build on my watch (13S5255d) - my phone has happily updated to 9 b3 but its still telling me my watch software is upto date - I even re installed the dev profile.
Anyway to kickstart the process?

My watch is now totally useless for development after update. Apps installed on Xcode won't launch, and I am not the only one encountered this, still waiting for a solution. See thread: https://forums.developer.apple.com/thread/8806
I think you have reset your watch after install beta 2. The watch need the config file to upgrade in beta.
That file is on the apple's developer site. You can use iPhone to go to that website. Download and install the config file to your apple watch. Reboot your watch. And check update again.
I would recomments installing the config file to both the phone and watch. that popped my install instantly.
Regarding development, check the beta notes here there are some things that are not functioning for development:
