Portal manual tool downloads broken (403 Forbidden)

I'm trying to download Xcode 9.0.1 manually, because I have several machines to update and I prefer to have full control over Xcode updates and not delegate this to the Mac App Store.


However when I go to https://developer.apple.com/download/more/


the links to download the actual files result in a 403 Forbidden. I'm using Safari 11 on Mac OS 10.12.6

Backend borked - pls. wait for the cleanup crew to be onsite for recovery. Should be right after indoor volleyball, later today.
