I am getting a 403 forbidden error when trying to download "Additional Tools for Xcode 9" from

https://developer.apple.com/download/more/


The link on that page is https://download.developer.apple.com/Developer_Tools/Additional_Tools_for_Xcode_9/Additional_Tools_for_Xcode_9.dmg


I am logged into the site. Is this a tools that requires a certain account status or payment?


ps. I am actually just trying to use the Network Link Conditioner.

Everyone is seeing the same thing.


Apparently an intern tripped over the power cord for the server and isn't allowed to plug it back in without going thru 6 weeks of re-training first.


Take a nap, wash the dog, walk the car, binge watch that 70's show in the mean time.
