Hello I am new to xcode and trying tolearn app development. My account is stuck on the $99 enrolment but I just want to be able to side load my apps thats it.Can someone please help me !!

What do you mean stuck? How long ago did you make payment? Did you make sure emails from Apple aren't being spam filtered?
