I had a question regarding how to go about developing a synonym finder and what libraries might be available to create one. I know that existing ones for Swift use too small of a dictionary to be effective, and the built-in iOS dictionaries are not available for use. Does anyone know how to go about doing this?

Not sure built-in dictionary contains synonyms. And rebuidling synonym dictionary is really a huge task. In addition, do you want to be able to localize app ?
There are websites dedicated to synonyms (eg: h ttp://www.synonym-finder.com or www.thesaurus.com/browse/free which ssems to be free).
Could you hook your app to it ? Of course need to check copyright. You would have then to analyze response to extract relevant content for your app.
And need to bring added value beyond mere synonym search to pass the appstore entrance test.
