How does iTunes allow the distribution of GPL3 licensed apps without breaking anti-tivoization clause?

ExpressVPN iOS app is based on OpenVPN, which is licensed under GPL3. However ExpressVPN doesn't publish nor provide the source code of their app and are distributing it over iTunes. Is this something Apple allows? Am I wrong assumin, that it breaks anti-tivoization clause?
