Could not download and install iOS 8.3 Simulator.

Authorization is required to install the packages.


I am running OS X 10.11 Beta (15A216g) and Xcode Version 7.0 beta 3 (7A152u).


From the Xcode > Preferences > Downloads panel I am able to download all of the documentation just fine. When attempting to download the iOS 8.1 Simulator, the iOS 8.2 Simulator, and the iOS 8.3 Simulator I receive the "Could not download and install iOS 8.3 Simulator. Authorization is required to install the packages." (The error message displays the correct iOS version per simulator).


I have removed and re-added my developer ID several times, each time the login process being approved.


Has any one else come across this issue and mind sharing your findings/solution?

I'm having this problem now too. Very maddening. Why does every version of Xcode have to break "already working" functionality?


Probably the best thing to do is file a bug report.

Yes, I saw that in the notes. However, I didn't expect the options to show up in the Downloads pane. It would be nice if Apple simply disabled the options so I didn't have to wait for the download to complete before being told a misleading message about authorization.

I'm still running into this with beta 4. Is this just a known bug?

Bug's not anymore on the know issues, but still not working in the beta 6.

I still have this problem using Xcode 7 GM on OS X 10.11 GM.

I'm having the same issue on XCode 7 GM and El Captian GM. Log output was useless. Tried a bunch of things, including removed the Library/Developer stuff and reinstalling XCode 7, nothing worked. Can't install any of the iOS 8 simulators and get the "Authorization is required to install the packages." message. My account is Admin and it prompts for my password before installing, but it doesn't make any difference. Fails every time.

I was finally able to get simulators downloaded and installed for my Xcode 7 GM running on El Capitan GM.


1. Reboot into recovery mode (Cmd-R)

2. Open Terminal and disable SIP using the following command:

csrutil disable

3. Reboot, open Xcode 7 GM, and install iOS 8.4 Simulator. If all goes well, install the other simulators.

4. Reboot into recovery mode again.

5. Open Terminal and re-enable SIP using the following command

csrutil enable

6. Reboot, and stash away the contents of your ~/Library/Caches/com.apple.dt.Xcode/Downloads folder, just in case you ever need to go through this again (you probably don't need to save the ".dvtdownloadableindex" files). If you repopulate an empty "com.apple.dt.Xcode" downloads with the same files you stashed away, Xcode won't need to download them again, or at least until Apple updates them with new version numbers. As of this writing, my downloads directory contains the following files:

I've tried your solution, but I still get the same error.

It appears the csrutil disable no longer works on the GM of El Capitan. At least it's not working for me. After rebooting SIP is still enabled.

I also had the same issue. Here is what I researched and found the solution:

- Go to Terminal

- Type command: sudo /Applications/Xcode.app/Contents/MacOS/Xcode


Xcode will be launched. Then you can download simulator that you want.

Note: Once the downloads and installs are complete you should quit Xcode and start it normally.

How do you intasll those packages? Just run and it will show up on Xcode?
