xcode quit unexpectedly while using the IDEkit plug-in

I downloaded and installed Xcode 9.2 today and also upgraded macOS to High Sierra (10.13.2). When I tried to launch Xcode it gave me the error message below and I am stuck here. Anyone knows how to move past this hurdle?

It sounds like you had previously installed an Xcode plug in that was written for older versions of Xcode. You'll need to find the plug-in file and delete it, since it won't work for Xcode 9.

That's weird, but I didn't previously install any Xcode related stuff in this mac.

I followed a lead from another thread -- https://forums.developer.apple.com/message/284350#284350

the steps below worked for me -- delete the failing Xcode app, create a new user account, login to that new account, download, install and launch Xcode. viola!

so somehow there is some mess up in the user account, iclude and apple id dependences. not sure what it is though.
