Suppose im trying developing built in ipsec or NEVPNManager but how will to black sites and manage traffic and how to calculate amount data used?

If you’re building your own VPN transport you see all the traffic passed over the VPN interface [1]. You can then filter and gather statistics as you please.

[1] This, btw, is not all traffic from the device. Some traffic is bound to a specific route and thus doesn’t go over the VPN interface even if it becomes the default route.
