Probably. Is there a reason you don’t want to use the built-in IPsec (or IKEv2) VPN transports? You can set these up programmatically (via
NEVPNManager) or by a configuration profile (generally the best option for enterprise environments), and that’s a lot less work than building your own VPN transport from scratch.

Suppose im trying developing built in ipsec or NEVPNManager but how will to black sites and manage traffic and how to calculate amount data used?
If you’re building your own VPN transport you see all the traffic passed over the VPN interface [1]. You can then filter and gather statistics as you please.
