I have not legally formed my company yet so I do not have a DUNS number. If I develop as a single entity can I later turn my app over to my company?

If you form an LLC/corp, your can request to have convert your account converted to company (see the iTC Contact Us tree), or, if you purhase a new account, you can attempt an app transfer - see App Transfer Overview.
