this is right after upgrade to 9.2 from 8.3.3
I cannot even find the folder with the plugins.
Does anyone have a solution?

You should probably reload XCode, and take care to the messages you will get to install some components. May be you have asked not to install ?
/Library/Developer/PrivateFrameworks Delete the files by typing them in the search bar, download and install Xcode again, it will be fixed.
