When I change the developer sign in an App, can I still read the old data of keychain of other developer?

Are you talkinga about App Transfer here, that is, transferring an app from one team to another? If so, you will definitely lose access to keychain data that was set up before the transfer because the App ID prefix changes. This is covered in:
