Apple Developer Program fee waiver

If you’re a nonprofit organization, accredited educational institution, or government entity and meet certain requirements, you can request an Apple Developer Program fee waiver. Find out if your organization qualifies and how to request a waiver.


To be eligible, you must:

  • Be a legal entity with a status as a nonprofit organization1, accredited educational institution2, or government entity;
  • Not be an individual, sole proprietor, or single-person business;
  • Not have signed the Paid Applications Agreement (Schedules 2 and 3 of the Developer Program License Agreement) to offer paid apps or in-app purchases through the App Store (or have terminated the Paid Applications Agreement if you signed it previously); and
  • Not otherwise sell digital goods or services through any of your apps.

In addition, if you operate an alternative app marketplace on iOS in the European Union (EU), you may only distribute apps from developers who have also received this same fee waiver.

How to request

If you’re joining the Apple Developer Program as a nonprofit organization, accredited educational institution, or government entity, select the option to request a fee waiver when completing your enrollment.

If you’re the Account Holder of an eligible organization that’s already enrolled in the Apple Developer Program, submit a fee waiver request at any time before your membership expiration date.

Apple will review your request and contact you if additional documentation is required. If your organization is approved for an Apple Developer Program fee waiver, you won’t need to pay annual membership fees. And if you’ve signed the Alternative Terms Addendum for Apps in the EU, you won’t need to pay the Core Technology Fee. Full or partial refunds are not available for a previously paid membership or the Core Technology Fee.


The Account Holder of your membership will need to confirm your organization remains eligible for a fee wavier when your Apple Developer Program membership is up for its annual renewal. The Account Holder can renew starting 30 days before the expiration date of your membership or any time after it expires. The expiration date and renewal button is available in your account on the Apple Developer website. If your membership is still active when you renew, your new membership will activate as soon as your current membership expires.

Fee waiver removal

If your fee waiver request was previously approved but you no longer meet the requirements listed above, your fee waiver status will be removed and you’ll be responsible for the annual membership fee of 99 USD (or in local currency where available) and any applicable Core Technology Fee.
