I've encountered this issue before and found a workaround. The problem often arises when using a default Apple account, where your personal Apple account is also set as your sandbox account. This can lead to the "Cannot Connect" error.
To resolve this:
Log in to your Apple Developer Account.
Navigate to Users and Access → Sandbox.
Create a new sandbox test account.
On your iOS device, go to Settings → Developer → Sandbox Apple Account.
Sign out of your personal sandbox account and log in with the newly created test account.
When prompted for a verification code, choose Other Options, then select Upgrade Security Later or Skip for Now (or a similar option).
This should help you bypass the issue and connect successfully.
