The user is required to allow Siri access to your shortcuts. I do not think there is a way around this. There is a ? button available when viewing your AppShortcuts in the Shortcuts app. Tap that to turn on Siri for your shortcuts. Also, after several tries, Siri did offer to turn Siri on for my AppShortcuts. Perseverance...

THIS^^^^ although ten hours seems a bit much :) Thanks Arthur It is important to WAIT a few minutes, at least, before trying Siri. This is documented. Always wait after launching new build. Ten minutes maybe? Depends on memory available and things like that i imagine. HTH.
