It's not possible to have two apps, same name, in the same country.
It's not possible for two apps to use same bundleID.
It isn't recommended to have two apps, one for iPhone and one for iPad, that are otherwise the same.
However, Apple long ago provided the ability to create a 'Universal' app that covers such need.

It is not possible but there is a better alternative. Create a "universal app". Under the target/General/Deployment Info/Devices choose "universal". The app will have two different starting points depending on whether it is running on an iPhone or an iPad. You place one build of code in the first and the other build of code in the second. It works quite well.
