I am facing an issue in submitting a app on app store,kindly guide me what will I do? Apple review team send me this message. Upon further review, we noticed that your app provides the same feature set as other apps submitted to the App Store; it simply varies in content or language, which is considered a form of spam. When creating multiple apps where content is the only varying element, you should offer a single app to deliver differing content to customers. If you would like to offer this content for purchase, it would be appropriate to use the in-app purchase API.

They are not wrong, Our 3 apps are in review , But i cant understand why they reject other apps that have no violation.if one app have violation just because of our designer mistake and we admit it. we want to know until 1st app issue would not resolve other app also would not be evaluate?

Reviewing is a fluid process...no app in the store is any indication of whether or not your app will be approved/rejected.

What may have been ok this morning could be disallowed by this afternoon.

Quoting the ASRGs

We hope these new guidelines help you sail through the App Review process, and that approvals and rejections are more consistent across the board. This is a living document; new apps presenting new questions may result in new rules at any time. Perhaps your app will trigger this.

Rejections: Our goal is to apply these guidelines fairly and consistently, but nobody’s perfect. If your app has been rejected and you have questions or would like to provide additional information, please use the Resolution Center to communicate directly with the App Review team. This may help get your app on the store, and it can help us improve the App Review process or identify a need for clarity in our policies. If you still disagree with the outcome, please submit an appeal.
