Can a refunded non-consumable IAP (with cancellationDate) be purchased again?

If a customer has non-consumable IAP refunded, to my understanding the following happens:
- Upon receipt update the cancellation_date field of the IAP is set to the refund date
Questions:
- Can the IAP be purchased again?
- If so, will a new IAP entry be made for it in the receipt?
