I hope to pilot new apps for iOS 12 and macOS Mojave on TestFlight before the stable version of them are officially released.

Authorized team members can install beta tools locally and test build projects that are shared internally. Release to external testers requires your app go thru app review, which expects release, not beta, tools/OSs.
