I have developed an app that I distribute in the AppStore. Someone refunded my app. Can the person continue to use the app while it is installed on the device? thank you for your answer

We're told that at least in the EU, as an example, users can continue to use the app, however, we're also told they can't update refunded apps, so...while it may appear ripe for abuse, such practice has it's downside for users.
I suspect that Apple tracks serial refunders, so if a user makes it a habit, they may face additional pushback later.
