Is it now impossible to create a Apple Developper account without an ios device ?

As a software editor we are publishing apps for small businesses (like hairdressers).

According to Apple directives (4.2.6), we need to create a account developper for each company who wants an application.

Because this process is complex for our customers, we are doing it for them.


But we are faced with some issues :

1) Since a change during june, it's mandatory to activate the two-factor authentication when we whant to create an Apple developper account. Could you confirm it ?

2) The activation of the two-factor authentication means : it's mandatory to own an apple device. Could you confirm it ?

3) In order to activate the two-factor authentication, you need to connect to an icloud account from a device.

But you can connect to maximum 4 differents icloud accounts from a device. Could you confirm it ?


To resume, if the manager of a small businesses wants an app, it's mandatory that he owns a mac device ?

It's always been a requirement to have at least one mobile platform device registered in the Member Center - a Mac is needed to be able to generate and manage the required signing materials for store submittal and distribution.

Be careful - the process expects that the account owner be fully aware of account requirements and activity. I'd suggest to not do so much that the actual account owner is not aware of the gravity of their participation. All responsibility for the account rests with them. Do what you can to educate them rather than shield. Encourage them to make, rather than avoid, a proper commitment to being in the App Store. If that means owning certain hardware, so be it.

AFAIK, any single device can be tied to a maximum of three iCloud accounts - these accounts are tied to the hardware, not a user account.


This policy means the restriction/limit is attached to the device itself. No one can never create another iCloud account on that particular device.

It seems you mush have a device. I am trying to create account for the company I made app for and I cannot without actual device. Adding another iCloud account to your device does not help because you cannot activate two factor auth for this account. It have to be primary account device.


i am stuck right now and cannot find a way to remove ths requirement


if anyone knows a solution , please share
