how to change logon wallpaper under mojave10.14.2? overwriting mojave.heic does not help anymore...

after updating to Mojave 10.14.2 I can't change the logon picture on my Macbook air anymore. Mojave.heic is still in that folder but replacing this file does not lead to a changed logon wallpaper after restart.

Any ideas?
