Two apps with same InApp purchase product type, but one of them has rejected ( Consumable - Non consumable )

I have two IOS app has implement with IOS InApp purchase features, both of them has the same business model with same inapp purchase setting, but there is one of the apps was rejected because of the incorrect product type ( Consumable )

We have checked every setting in developer account, it's correct, we all set it as consumable.

We have few materials that user can buy, but we aren't selling by each of the material, it's selling by a package.

Our business model is this:

User A > choose package A > select up 6 materials the User A wish to buy > checkout

So that if User A has finished browsing the materials he purchased before, and he wish to purchase another materials in future::

User A > choose package A again > select up 6 materials the User A never purchased before > checkout

According to the business model of us i think we should use consumable for the package. But it was rejected with the message below.

------------- Break ---------

Based on product functionality, please use the non-consumable in-app purchase product type. Non-consumable products are only purchased once by users and are always available on all devices that are associated with that user's App Store account.

So, i don't really understand why once of the app has been rejected but the other one is approved and if the things we selling can buy again in future but the review team ask me to change to non-consumable. If i change to non-consumable, how the User A can buy another materials with the same package again ?

Does anyone meet this problem before? i would like to get suggestion of you all.

(I am thinking that maybe can submit an appeal for review team to tell them why two app with the same business model but one of them has been rejected, so i do on this way?)

Thanks!

You can certainly submit an appeal.

App Review is saying that the nature of the product is non-consumable - it should be a durable purchase and not require a repurchase. They are saying the product itself is not 'consumed' when it is used. It's like a book that you can read over and over again, not like a fish that you eat once and it is gone.

If they made a mistake and inapproproately approved the other, similar, IAP you are welcome to inform them of this error and remove the IAP from sale. Just because they made a mistake once does not mean they should make the mistake a second time.
