I have installed IOS 9.0 in my mini IPAD. Unfortunately the Notes feature (sketch tools) doesn't show up! though it works well with my Iphone 6

Afraid it's not so easy.. When I swipe down the keyboard I have got an empty screen, except the small photo icon at the bottom.

aappears on the iPad for me, on the keyboard. Just to the right of suggested words. Have a look on the keyboard

You should be able to simply swipe down on the keyboard to reveal the sketching tool. Select it and begin sketching.

Sounds like a bug. Assuming you're on the Public Beta, it comes with a built-in Feedback Assistant app for filing bugs like these, which can be opened from the second page of the Home screen on your iPad Mini. You can also send your feedback directly to Apple with Feedback Assistant.
