i was going to install ios 9 beta, i changed my mind and deleted the profile, now under general softaware i see ios 9 is downloading will it install, i dont want it to please let me know

It shouldn't Install without you manually installing under software update.
Like any update it will automatically download on WiFi.
You probably still have your Public Beta Profile in Settings > General > Profiles. If you go there it will give you the option to delete it, which you should do. Then restart your iPhone
That may fix the problem for you but, because if the download already started like you say then it may still be visible in Software Update. You can manually delete the download by going to Settings > General > Usage > Manage Storage. Another way to get iOS 9 to go away completely is to restore your phone from an iOS 8.4 backup (from before you installed the profile).
Even if you do nothing and then just leave it though, it will be replaced when iOS 9 is properly released later this year.
If you're concerned it may have gone onto iOS 9 already, you can check your iOS version in settings > general > about.
You can also see if your updates are set to occur automatically (and also change it to manual) by looking here:
Settings > iTunes & App Store > Automatic Downloads > Updates.
