I couldn't install the app signed with enterprise provisioning profile via OTA in iOS 12.3.1 and iOS 12.3.2. In order to install the app, I have to turn off the wifi and restart the device and there after I am able to download and install the IPA.
I took the device logs from console when installed failed and copied the error code from the device log.
