Is Lottery apps which honesty control can be verified based on independtend public information, like for example public information in blockchain, still require any kind of licensing?
In fact licensing just some kind of approvment that app is not tring to trick user, but in fact if logic is based on public infomation like one I mentioned above, does it still need licensing in perspective of app review?
No one here can speak for app review, nor promise any accurate comment concerning their perspective. App Review isn't here and there are no pre-reviews, so all you can hope for are the opinions of unpaid volunteer referees.
My opinion is you'd need to run the review gauntlet to find out what review thinks about said logic.
The fact that your winner is chosen using 'public information' does not change anything. This is still a lottery and must satisfy:
".....lotteries must have necessary licensing and permissions in the locations where the App is used"
You may find it easier to obtain 'necessary licensing and permissions' because of the reduced possibility of fraud on your part.
In some sense, you are asking to change the rules for reviews ? I don't think you will have any success…
What is needed here is a legal guarantee, not a public approval of any kind.
