Continually redirected to Apple Developer Agreement (new account)

TL;DR

Whenever I try to login to App Store Connect, I am redirected to the Apple Developer Agreement page, where I am asked to review and agree, despite having done so time and time again previously. Clicking on the "View App Store Connect" button on the Get Started page then redirects me back to the Apple Developer Agreement page.


More information:

I just got added to my company's App Store Connect team as an App Manager by the Admin. I created a new account for this process, under an email account that has no prior association with Apple Developer. Whenever I try to login to App Store Connect, I am redirected to the Apple Developer Agreement page, where I am asked to review and agree, despite having done so time and time again previously.


If I login through iTunes Connect, the URL is https://itunesconnect.apple.com/review_agree, if I login through App Store Connect, the URL is https://appstoreconnect.apple.com/review_agree. After agreeing, it takes me to the same page, the respective "get_started" page for each. Clicking on the "View App Store Connect" button on the Get Started page then redirects me back to the Apple Developer Agreement page.


If I check my Developer account from the "get_started" page and go to Membership, it clearly displays that I have already accepted the Apple Developer Agreement. I can also get to App Store Connect in a roundabout way, by clicking on my name in the top right of the screen, clicking "Edit Profile," and then clicking the drop down on "Users and Access" and going to App Store Connect from here. However, once I'm in there, I'm not able to do what I need to do (i.e. create a Shared Secret) without being redirected to the Apple Developer Agreement page... I have also tested this on multiple browsers on multiple devices, and the same behaviour occurs every time.


I couldn't find anything while searching for a possible solution for this issue, though I may not have been searching for the right things. If anyone could shed some light on why this might be happening, that would be most appreciated. I'd also be keen to submit a bug report to Apple because this seems like a pretty bizarre problem.

TL;DR, but unless something has changed in the last year, I believe a shared secret needs to created by a user with an Admin role, vs. App Manager role.

Having this exact same issue. Any news?
