You'll have a hard time using the app store for this form of limited distribution. Put it on a company server and email the link.
As the video is massive the client does not want it streaming on the internet. They want the user to be able to download on the ipad and then watch it at convenience. But not using iTunes. I was thinking of writing an xcode app which just plays the video. So I wanted to know if there is any other alternative or publishing the video directly to the app store without writing an app.
I didn't suggest streaming. Zip it up and put it on your own server(or drop box, Amazon, etc.). Email that link and it will download, then reside on their iPad so they can view it there. Nothing to do with iTunes. Also, since this is for employees, your client should be using an Enterprise account and MDM solution in any case.
And again, you'd have a hard time using the app store for this form of limited distribution - Apple didn't create the store and entire worldwide ecosystem just so people could use it to serve private videos.
That's a good solution. But how will the zip or the video reside on the ipad? I tried and it opens up as a link.
It should reside in Photos.
If it opens as a link, you may need to check your server configuration.
You have other options, including embedding it in an iBook 'book' and serving that. This can also carry the benefit of being a downloadable employee manual, etc.
