I've reviewed and agreed (it shows up in member center). iTunes Connect says I haven't and I can't create promo codes and such. Anyone else having this issue?

How long ago did you renew?
Did your account expire before you renewed it?
Are you outside the USA?
I accepted a couple of hours ago, nope, my account didn't expire and yes, I live outside the USA.

I accepted the agreement yesterday morning. This morning I noticed the site was down. It is now 18:15 in the UK, and I've been able to log in to iTunes Connect.
I now see the following message

There are _two_ places to check: member center & iTC agreements, tax & banking.
Look for anything that says 'request' or 'agree'. This is Apple...don't expect it to be obvious.
As well, if you are on multiple dev/enterprise etc. accounts, be sure to log out from all of them in all browser, iTunes and Xcode windows on all computers. Restart and run just Safari with a clean logon to iTC if you aren't sure.

Expect delays in that case...up to a week or more, so be patient and never let your account expire before renewing.
I really can't find anything on iTunes Connect. This must be a problem on the Apple servers. In member center, the new agreement shows up in Account Settings / Legal Agreements dated Jul 28 2015.

It may take more than 24 hours, then, for all the checks to occur and all of your data to migrate to all the participating servers, etc. Be patient.

Just accepted this same agreement with another dev account I have, everything worked fine instantly. I accepted in member center, and after that it appeared in "Agreements, Tax and Banking" at ITC and I accepted there aswell. Took 2 minutes. No problems at all.

Ah nope. My companys dev account is still having the issue. I'll wait a day or two, if things haven't changed I'll contact apple and let them sort this out. If anything changes I'll report in this thread.

I was having similar problems. I just called Apple Developer Relations at (800) 633 2152, and they seem to have sorted everything out.
