I have created an Apple account using my location in Bangladesh but it is incomplete without billing address. While filling the billing address I found that Bangladesh is not present in the country list. So, I can't connect my apple id with the app store. In this case, should I enroll Apple Developer Account without filling the billing address?

I doubt you can enroll without including an address.
Use the same address that is on the credit card used for purchase. If you've reached out to support, be patient and wait for their reply.
