App Submit : Apple Business Manager option disabled

Question

We are planning to submit our app to appstore through 'Available for private distribution to specific organizations on Apple Business Manager or Apple School Manager ' option. So that our app is only available through an Apple Business Manager account owned by a specific organization.

But when we log in to our app store account we can see that option is disabled which is shown in the given link. We searched the web but could not think why it was disabled. Some posts mentioned that we need to fill up the Apple Pay Agreement for paid apps. But our application is a Free one.

Can some please help us.

I have the same problem, even though I did everything asked for.

(Enroll in VPP too, created new app, agreed to paid agreement etc).

Let me know if you find out anything..

As the stack exchange post notes, you have to complete Banking and Tax details for your dev account before the Custom App distribution option becomes available. It’s odd since you likely will not be charging for your app but I suspect it is still required for Tax tracking purposes.

Previously, it was required that Custom Apps accept the Paid Apps agreement, even if the apps were being listed for free. This requirement has now been relaxed for Custom Apps and you should no longer have to accept the agreement before private distribution can occur.
