Can someone please help. I am trying to create a Sandbox tester account to place a few orders on e-commerce sites using apple pay. I have apple Id,

I have created the developer account but I do not see options in my developer account. On iTunesConnect. I see the limited options (apps, artist, books, media and podcast connect) and I am looking or users and roles. So that I can create a new sandbox tester account:
