it sounds very strange. Please don't judge me for that. 😅
I have developed an app and this is active in the iOS App Store. It already has several reviews from costumers and I have been looking for two days where I can answer them as a developer.

Go to appstore connect : https://appstoreconnect.apple.com
Go to 'My Apps"
Select the app you want to see reviews
Select Activity
Then, on the left panel, you'll get a Notes section, with iOS App below. Click on it.
You'll see all reviews for this app and possibility to answer.
