Everytime I tap "Submit for Review" on iTunes Connect, there is show me an error says "Apps and app updates submitted to the App Store must be built with Xcode 5.1.1 or later, and iOS 7 SDK."
Here is my app's bulid info:
OS X 10.11 beta 3
Xcode 6.4 (App Store version)
Swift 1.2
Any suggust is appeciated.

Applications submitted to the App Store can not be built on beta operating systems (10.11). Please build your app on OS X Yosemite.

Can I ask is this a new rule? Because actually I success submit an app 2 weeks before on El Captain.
OS downgrading will cause a lot of pain for me.
It's not new - there was apparently a temporary loop hole (mistake?) with el cap last week that has since been closed.
