To apply for a GSX account, you must have a service contract with Apple. This means being a part of the iOS Direct Service Program. You can apply using this form: https://www.apple.com/support/programs/ids/application/iDS-Application-EMEIA.pdf

To find out if this will be possible for you, you might first want to contact Apple Developer Support directly (calling them is probably your best bet based on my own experience though - the link includes numbers for many countries).
