How Apple allows few Apps to bypass its rules/guidelines of app store purchase?

As we all know Apple guidelines for InApp purchase,

11.1 Apps that unlock or enable additional features or functionality with mechanisms other than the App Store will be rejected


11.2 Apps utilizing a system other than the In-App Purchase API (IAP) to purchase content, functionality, or services in an App will be rejected

But I have found an App called "Norton Mobile Security – Lost Phone Finder" which bypasses above rules of Apple. To start using that app it asks for subscription. This subscription requires user to pay outside App Store, more specifically on their website. Which is breaking above two rules of Apple.


We can also find below line in Nortons description page on app store,

To use this free app you must have a current Norton Mobile Security subscription.


How does Apple allow Norton to bypass their rule?


Can I do the same for my single App?


Is there any procedure to contact Apple for the same?
