iOS 9 public beta 3 says i have an update to a new version of iOS but there is no update i got a big popup this morning

It's not just you - many got that message - but the implication that there is a new beta available is false and misleading. It's a message triggered by exactly one month having past since you updated to the current beta. A GM or GM candidate will be released soon - but it's not out just yet. The current Public Beta is Beta 3 (13A4325c). You check it by going to Settings > General > About > Version. Google 13A4325c to see for yourself.

Sorry i was just confused because that has never happened before and also any idea of if apple will like Public Beta users update too the GM release or will it be Just Devs

No problem, the message confused lots of people - devs and Public Beta testers alike. You'll get an update soon too, not just the devs. 🙂
