I'm trying to submit a pre-release iOS 9 app for External Tester approval using test flight, however the 'Submit for Beta review' button is still disabled when I submit a build from XCode 7 GM. It works fine for Internal Testers. Any Ideas?

Same issue here. I would have expected this restriction to be lifted, specially with release date only a week away. We also need to submit apps for review with Xcode GM to be ready for launch day.
Update: Now avaibale for beta testing and submissions using Xcode GM as of Sep 12.
I'm seeing "External testing is not supported for builds that have been created with a beta version of Xcode or iOS" as well and the Submit for Beta is disabled.
This is highly frustrating!!! How on earth do we test our apps before we're supposed to submit them for the App Store? We can't test anything and have waited weeks for this. Ridiculous!
Same thing here. I had been preparing my apps for submission to TestFlight for most of the day and then found out that I can't submit to my external testers. It's kind of important to be able to send to beta testers. I thought that the GM Seed was basically final?
This is quite unbelievable. iOS 9 comes out in 5 days, and we still can't even have external testers. The average review time is 7 days, so theres no way our apps will be ready for day 1.
A big +1 from us on this one - there's a lot of stuff changed in our iOS 9 release and I'm damned if I'm releasing it without adequate testing.
There's always the alternative of using Fabric and ad-hoc provisioning for test distribution but getting enough of our testers moved across will probably take as long as it takes Apple to enable public testing anyway.
I was considering the same this morning but it's a pain to go down the Adhoc route as you need to add enough users to be able to get anything tested out of your app, especially if it's complex. I am just hoping that TestFlight magically sorts everything out on the 12th (pre-order day) - if not, we're screwed.
