The build number of the final release of iOS 9.0 (13A344) is higher than the iOS 9.0 GM (13A340). So we know from this that Apple made some improvements since the GM. Therefore it would be good to update to the final version. To do this "clean", you can put your iDevice into Recovery Mode and allow iTunes to wipe your device and install the final release of iOS 9.0 (13A344) for you. Then you will be able to restore from an iOS 9.0 GM backup if you wish.

iOS 9.0 has a big advantage: It is a fully supported release - if you have any problems as a normal user you can get full support if anything goes wrong. Also developers will be making sure that their apps are working properly on 9.0 now that it is released. So if it is your main device that you use everyday then I suggest you stay on iOS 9.0

Am I doing Restore in iTunes -> iOS 9 Restore point?
If you want a "clean install", first follow the instructions on this Apple Support page to return your device to "Factory Settings" on iOS 9.0
After that you can do "Restore in iTunes -> iOS 9 Restore point"
