Just updated non beta ipad to ios 9 and the split window option is lacking one element. The " Drag Handle" to pull the second window further to the left; The screen shot below shows the "drag down" handle and the "Drag" Handle (my termanology not Apple's").
In this screen shot you'll see the "Drag Down" handle but not the "Drag" handle.
Any suggestions?
The forum software makes it seem like you can post pictures here, but actually you can't - just one of those things. Even if we could see though, we couldn't fix it - we're not Apple software engineers here, just unaffilated developers of 3rd party apps. Fyi, in case you've lost track of the questions you asked earlier, you can see them by logging in and clicking Content in the top right corner of any page. Then click "Authored" in the left panel.

Just some thoughts.
"If you have an iPad Air, iPad mini 2, or iPad mini 3, you can use Slide Over and Picture in Picture, but you can't use Split View because those older iPad models are not powerful enough to reliably support two apps at once. If you have an older iPad, like an iPad 2, an older Retina model, or an original iPad mini, none of the multitasking features will be available."
Also, not all apps support Split View. The built in Apple apps do.
Last, Some people are having issues with iOS9 while others are not. Sometimes on the same device. I have an iPad Air 2 and I have the "handle".
It's true, even on the iPad Air 2, not all apps are draggable, even if the app does support split view. To allow it to be draggable as well, that has to be enabled by the developer, which they may not choose to do either because it makes coding UI elements too complicated because of the permutations of screen size introduced by dragging, or because the nature of the UI means that it needs at least half of the screen to be effective.
I haven't tried to drag all the apps on mine but, I'm going to take a wild guess that "Angry Birds" is not draggable. 😁
