How do Free Apps Get money ?

If you mean paid apps that sell for $0.00, they sometimes use ads, where the dev earns money each time a user clicks on the ad and follows the link, etc.

Also some devs use 'In App Purchase', where the app costs nothing, but the user can purchase extra features.

Or if your question is really "how does the developer get money", sometimes clients will pay a developer to build an app which is then distributed for free.

Some (many?) Free apps don't get any money.

Some might have been created as an unpaid hobby or educational project. Some might be a lite-version to help advertise/market a paid app in the developers portfolio. Some apps are created in order to have an app to put on the developer's resume (as many employment ads list having one in the App store as one of the requirements). etc.

I heard that when users download the free apps they agree to a terms and agreement that allows you to have their information to sell for market research.

You have been misinformed. Users do probably have to sign up for some T&C to download apps, but the developer has ZERO access to any information about users. All we get is the number of downloads.
